Organisation

Haldia Development Authority (HDA) is an autonomous body constituted under the West Bengal Town & Country Planning Act in 1980. The Authority is guided by the Board of Haldia Development Authority. In exercise of the power conferred by Section 11(3) of the West Bengal Town & Country (Planning & Development) Act, 1979 (West Bengal Act XIII of 1979) and in modification of the notification No. 536-UDMA-22012(99)/12/2021-ESTT-TCP SEC-Dept. of UDMA dated 08.03.2020, the Governor is pleased to reconstitute the Board of Haldia Development Authority consisting of the following members until further orders.

Board meetings are held at least once in every quarter for taking major policy decisions, sanctioning of various projects, allotment of land, review of project implementation and utilization of HDA’s own fund and government grants.

The Haldia Development Authority discharges its function through the office of the Chief Executive Officer. CEO, HDA implements the decision of Board in accordance with the established government rules and procedures and manages the finance as per the financial norms of the government. At present there are almost 74 personnel discharging various responsibilities and activities in the field of Planning, Land Acquisition & Allotment, Engineering and Projects, Finance, Estate, Establishment, Social Welfare, Public Relations and Information.
